Not necessarily all types. Economic growth, driven by higher aggregate demand, is very effective at reducing cyclical unemployment. However, the process of growth itself, particularly if driven by technological advancement or structural change, can sometimes cause or worsen structural unemployment in the short to medium term. For example, automation can displace workers in certain industries even as the overall economy grows.

Not always. The effectiveness and consequences of a policy depend on the type of unemployment it targets. For instance, using expansionary demand-side policies to reduce unemployment below the NAIRU will lead to accelerating inflation, which has its own significant costs. Similarly, while supply-side policies like cutting unemployment benefits might reduce frictional unemployment by incentivising a quicker job search, they can also increase poverty and hardship, and may lead to workers accepting unsuitable jobs.
